Dear Sir,
I am the coordinator of the association Gwoup Lespwa ak Lavi ( GLL ), the only organization in Haiti with consultative status with the Economic and Social Council of the United Nations in 2012. I want to represent the organization at 58 th Session of the Commission on the Status of Women ( CSW58 ) . I recently applied for a U.S. visa to attend the event and also to make possible visits to the United States ( a tourist visa). Unfortunately the visa has not been granted me. It is of utmost importance for me to participate in this international event , it would allow me to update my actions thematic concerned. Just as I changed my organization 's actions after attending two meetings in Denmark for the Haitian Red Cross.
I'll make another application in order to go to attend the event . Please can you write to the U.S. Embassy for them to give me another appointment before the date of the session?
Sincerely,
Nadyne Louis-Jacques
Representative of Gwoup Lespwa ak Lavi (GLL)

Dear NGO (Modern Advocacy, Humanitarian, Social and Rehabilitation Association)

I had not applied for a visa for the event, I asked a tourist visa. This, to be able to not only attend the event but also make possible visits to the United States. The visa has been refused. Since the date of the event is near, I asked NGO branch to request an appointment for me at the embassy. I've made another request but the embassy has not given me an appointment.
This is not a complaint.

Very best regards,
Nadyne Louis-Jacques

Cher NGO,

Tres cordialement,
Nadyne Louis-Jacques.

Dear Nadyne,
I share your worries, but firstly you should understand that because of a number of global and US national security reasons, they need to be strict about the persons they will allow to enter their country. It also not the UN's principle to intervene with sovereign national issues especially with regards issues of visas, but it is left on the individual member States to be conscious of their obligations towards the UN decisions. However, this practice has made some of the workers of some of the consulates to use this abusively. Disregard for UN confirmed participation to convened international meetings is an issue that is duly addressed by paragraphs 41 and 50 of the ECOSOC resolution 1996/31. As well, a number UN and US policy priority agendas duly support your participation of the civil society in general. Though, a consultative status does not grant you any travel privileges per se, it grants your designated and confirmed participants such a privilege need for the particular events. As a matter of fact, it is a right which is owed to you as an NGO with a consultative status that accompanies member States obligations to be supportive towards that end. What I suggest, is that more proper interactive and facilitative avenues should be developed between the US consulates and the organizations with consultative status, especially those in less develop countries who face several challenges.
There is thus need for consulates and embassies to build and strengthen firm working relationships with NGOs in consultative status which have been duly endorsed by their countries according to paragraphs 46,47,48,49, and 50 of the ECOSOC resolution 1996/31 backed by articles 70 and 71 of the 1945 UN Charter. It is only you who needs to stand up for such rights and not the UN. One thing we can be sure of, is the fact that, our contributions to the works of the UN cannot be effective if we are not fully felt in the preparatory processes.
Regards from MAHSRA
For a stronger and more influential civil society

If we look inward to the Topic, the Priority theme and the review theme these are enough to safe the world of our women but the implementation and the advocacy are relatively low in various developing Nations. However, the willing organization from these region are low when it come to gathering of knowledge like this in term of participation due to fund and the issuance of visas to get to the UN head quarters ......

The deadline is strictly enforced because all documents need to be referenced, edited and then translated into all official United Nations languages. The deadline is usually around 12 weeks before the meetings begins (this is true for all functional commissions). We suggest that you sign up for an oral intervention when the time comes in January. Please find more information at http://www.unwomen.org/en/csw/ngo-participation/written-and-oral-statements
