15th Session of the Committee of Experts on Public Administration (CEPA)


18 - 22 April, 2016

The 15th session of the Committee of Experts on Public Administration of the United Nations Economic and Social Council (ECOSOC) will be held from 18 to 22 April 2016 at the United Nations Headquarters, in New York, United States of America.

As approved by ECOSOC, the main issue for discussion will be ôMoving from commitments to results: transforming public institutions to facilitate inclusive policy formulation and integration in the implementation and monitoring of the sustainable development goalsö The five sub-issues will be:

1. Ensuring prioritization and decision-making that is fair, responsive, inclusive, participatory and accountable at all levels;
2. Improving engagement and communication between Governments and stakeholders, including through access to information, open government and electronic and mobile solutions;
3. Ensuring effective and innovative implementation, monitoring and impact evaluation of the policies identified in support of the sustainable development goals;
4. Strengthening the confidence of citizens in the effectiveness, validity and integrity of public administration through enhanced, targeted efforts to use good governance to prevent, expose and deal with corruption;
5. Developing transformative leadership and enhancing relevant competencies of public servants.

Registration requirement/restrictions:

- ECOSOC accredited NGOs with competence in governance and public administration are invited
- Each organization could have a maximum of 3 participants.
- The registration deadline is 18 March 2016.

Where will it be published ?

If it only may be published , is there sense to do it ?

I propose to publish all the statements as other UN bodies.

In response to an open call for written statements, NABU - Knowledge Transfer Beyond Boundaries would like to make the following suggestions pertaining to sub-items 1 and 2, as these two issues are closely related to each other. Using and applying ICT can ensure prioritization and decision-making that is fair, responsive, inclusive, participatory and accountable at all levels; it can improve engagement and communication between governments and stakeholders, including through access to information, open government, electronic and mobile solutions. However, it is important to recognize that both can be achieved by multi-stakeholder open e-government framework that includes everyone at all levels of the government. In order to make such a framework feasible, it requires trust in the system. Without the element of trust, it is doubtful that fairness, responsiveness, inclusion, participation, and accountability can be accomplished. Trust is critical link to transparency. Thus, it is imperative that the framework is transparent in order to gain the trust of all stakeholders. In short, ICT is only effective if it is built on trust that all people share.
