Questionnaire for a Conference on Arms Trade Treaty

The international community has voiced concern about the absence of globally agreed standards for all States to guide their decisions on arms transfers. That is why United Nations Member States have decided to convene a Conference on the Arms Trade Treaty (ATT) in July 2012 in New York. The Conference is expected to result in the adoption of a legally binding treaty that will establish common international standards for the import, export and transfer of conventional arms.

The process towards an ATT was launched in December 2006 when the General Assembly adopted resolution 61/89. During a Preparatory Committee process leading to the Conference, Member States engaged in discussions on the possible structure and contents (elements) of the treaty, such as (i) guiding principles; (ii) goals and objectives; (iii) scope; (iv) criteria and parameters that would guide decisions on transfers; and (v) implementation and application.

The ATT process is the first treaty in the field of conventional arms trade being negotiated in the framework of the United Nations. As such, it is an historic endeavour.
