The Amazon Environmental Research Institute (IPAM) is a Brazilian NGO which work concept is based on participatory research by measuring and assessing from the point of view of scientific research, environment conservation and community. Concerning IPAM’s expertise on environmental issues, particularly on REDD+, it dates back to COP-9, when IPAM presented the concept of avoided deforestation, which provided financial incentives to maintain forest cover as a mechanism to reduce carbon emissions. This evolved into the current mechanism for Reducing Emissions from Deforestation and Forest Degradation (REDD). In order to promote Amazon conservation and development, IPAM currently works on three programs: (1) Community Management of Varzeas (Floodplains) and Forests, (2) Amazon Scenarios and (3) Climate Change. These programs have generated a considerable amount of information and encouraged initiatives to support public policies, local action and international agreements by working together with family farmers, farm producers, indigenous people, traditional communities and the government as a whole. This work is developed through research offices and headquarters in Belem (State of Para), Brasilia (Federal District), Santarem (State of Para) Altamira (State of Para), Itaituba (State of Para), Rio Branco (State of Acre) and Canarana (State of Mato Grosso). IPAM provides technical assistance to the Governors’ Climate and Forest task force (GCF), and works closely with the Amazon Basin Indigenous Coordination (COICA), the primary Amazon-wide indigenous peoples’ organization. Furthermore, IPAM has been participating to UNFCCC meetings, and having close contact to international negotiators.

Involvement in Public Administration:
On the national level, IPAM has been working in three different strategies in order to support the implementation of the National Policy for Climate Change: (1) to create the basis for implementation of the REDD+ national regime, (2) to establish a low emission land-use strategy, considering the governmental plan to expand agricultural production, and (3) to increase the accessibility of information on climate change and REDD for different stakeholders and local, regional (states) and national governments. At the regional level, IPAM has been supporting technically sub-national governments on the implementation of plans for the combat of fire and deforestation at the Brazilian regions of Acre, Pará and Mato Grosso, Peru (Madre de Dios), and Bolivia (Pando); providing capacity-building and empowering local stakeholders about climate change and international negotiations; and promoting the debate on the emission trade system in Brazil, providing technical studies that integrate the regional initiatives on REDD+
