Mission statement:	The West African Development Bank (BOAD) is the common development finance institution of the Member States of the West African Monetary Union (UMOA), transformed into the West African Economic and Monetary Union (UEMOA) by the Treaty of 10 January 1994. It was established by the Treaty signed on 14 November 1973 by six Member States (Benin, Burkina, Côte d'Ivoire, Niger, Senegal, Togo) which were joined by Mali on 1June 1984 and Guinea Bissau on 02 May 1997. BOAD became operational in 1976. In conformity with the UEMOA Treaty which entered into force on 1 August 1994, BOAD is a common specialised institution of the Union. It contributes « in full independence towards the attainment of the objectives of the UEMOA without prejudice to the objectives which were assigned to it by the UMOA Treaty ». BOAD is an international public institution whose purpose, as spelt out under Article 2 of its Articles of Association “is to promote the balanced development of the Member States and foster the economic integration of West Africa” by funding priority rural development, basic infrastructure, modern infrastructure, telecommunications, energy, industries, transport, tourism and other service projects.
