Social Development

Affiliation with other organizations: The BRC is part of the family of the IFRCRC and full member of AGE Platform Eurome /since 2009/.
Publications: Weekly bulletin; BRC magazine /quarterly/; BRC Facts & Figures / annually/.
Purpose of the organization: The Bulgarian Red Cross is an autonomous organization which assists the state in the humanitarian sphere, in the preparation for actions in wartime, military conflicts and disasters, for preserving and strengthening the health of population and educating it in a spirit of high morality, compassion and charity. The BRC works according to its Statutes and the principles of the International Red Cross Movement as well as according to the first Bulgarian Red Cross Law adopted in 1995 by the 37th Bulgarian Parliament.
Activities relevant to the conference of States Parties to the convention on the Rights of Persons with Disabilities: The Bulgarian Red Cross is licensed at the Social Assistance Agency as a provider of 13 types of social services, 9 of which directed towards older people and people with disabilities. These are: “Home Care” Centers providing complex health cares and social services to older people with chronic diseases and permanent disabilities at their homes; Services for people with disabilities at the railway stations in bigger cities in Bulgaria; Home Social Patronage providing a complex of social services: hot meals delivery, support for household maintenance, provision of technical aids for disabled people, different products and medicines; Social consultations for older people and people with disabilities; Home for older people and BRC hospice; Day Care Centers for older people providing social and health services to lonely older people and supporting their social adaptation and inclusion. Social Services Bureaus of the BRC providing mediation activities between the care providers for the sick, older people and children, and those who need such care. These services were provided at people’s homes and in hospitals. Public Soup-Kitchens providing free lunch to vulnerable citizens with financial or health problems. Social consultations – provision of free social, health and legal consultations to older people and people with disabilities. In addition to that the BRC is initiator of legal changes lobbying the Government to adopt them with the objctive to achieve more adequate provision of integrated health and social services to older people and people with disabilities responding to the real needs of the beneficiaries.
Confirmation of the activities of the organization at the regional, national or international level: The BRC is involved in various committees and working groups at national level. Among them are: 1. National Council for Demographic Issues at the Council of Ministers /established in June 2014/; 2. Working group for elaboration of the National Strategy on Long-term Care at the Ministry of Labour and Social Policy /adopted in January, 2014/; 3. Working group for elaboration of the National Concept on Active Ageing at the Ministry of Labour and Social Policy /adopted in June 2012/; 4. Working group for the elaboration of the National Demographic Strategy at the Ministry of Labour and Social Policy 2012-2030; 5. Working group for the elaboration of the Operational Program Human Resources Development 2014-2020 under the European Social Fund at the Ministry of Labour and Social Policy; 6. Observation Committee of the execution of the Operational Program Human Resources Development 2007-2013 at the Ministry of Labour and Social Policy. As part of Age Platform Europe we participate in the work of: 1. Expert group “Universal Access and Independent Living”, organized by AGE Platform Europe /2009-2013/; 2. Task Force on Human Rights of Older People, organized by AGE Platform Europe /2014/;
