Function, rights and duties of authorized persons 16. The chairperson a) Calling the working committee meeting. b) Taking the leadership and/of responshibility in capacity of the chief of the association. c) Presiding over the general meeting and the working committee’s meeting and using the casting vote in case of a tie. d) Doing other necessary things or have them done for the benefit of the association. 17. Vice-chairperson a) Making good use of the chairperson’s functions in their absence. b) Assisting the chairperson in their functions. 18. General Secretary a) Assisting the chairperson in their functions. b) Preparing, with the chairperson’s consultation, reports and programmes for meetings. c) Keeping records of and implementing decisions taken by the working committee. d) Taking the responsibility of the association’s routine work and supervising and directing the personnel administration. e) Doing other things as per the arrangement under the statute and rule. f) Co-ordinating various branch offices. g) Doing all other things, for the benefit of the association, as per the directives of the working committee and consulting of the chairperson. h) Establishing relations, making co-ordinations with other national and international associations for achieving the association’s objectives. The secretary shall perform all the general secretary’s function in latter’s absence. 19 . Treasurer a) Making assessment of the association’s financial activities and apprising the same to the working committee. b) keeping systematic and regular records of the association’s property as well as documents. c) keeping systematic record of the association’s movable and immovable property. d) Presenting the association’s annual report of budget before the association. e) Having the audit done by such an auditor as recognized by the office of the Auditor general. f) Enhancing the association’s financial resources, causing them enhanced. |
