Mission statement:
To address fundamentals that affect the indigenous people PISP designed two key programmes in the field of good governance and education.The thematic definitions of the programmes are as enumerated. Good Governance Program PISP views lobbying and advocacy as an important means to ensuring pro-poor policies that balance the many special interests as opposed to ones that benefit narrow sections of the society. The main issues/problems that shall be dealt with in this regard include community knowledge and participation gaps on national policy reforms, development of pro-poor policies, corruption, public resource mismanagement and lack of transparency and accountability in the distribution and use of public resources. The main objective of the good governance program is to ensure equitable national resource distribution, efficient pubic service delivery, pro-poor and gender sensitive policy frameworks as well as transparent management and accountability for public resources exist at all levels developed through lobby, advocacy and peace building.The rights of the marginalized poor indegenous pastoralists is advocated for at both local and national levels by PISP and its constituents. To effectively realize the above objective, PISP shall apply a number of broad strategies amongst them including the following: a) Lobby and advocacy for good governance b) Community capacity development and civic education. c) Establishing networks and partnerships for a critical mass. d) Enhance involvement, networking and collaboration with the government. e) Ensure conflict-sensitive service delivery i.e. pursue the do-no-harm principle. f) Effectively engaging with leaders, relevant government and other national institutions Education Program A lot of issues affect negatively the development of the education in the project area. These include amongst others low enrolment/access, transition & retention rates; poor performance in national exams; poor governance in learning institutions; inadequate physical facilities e.g. classrooms, dormitories & teachers houses; marginalization of children with special needs; low staffing levels; conflicts and insecurity as well as recurrent droughts related disasters. The objective of the program is thus to improve school performance and increase access and retention at all educational levels through support to sound school management/governance, provision of quality education, suitable pastoralist education policies and mainstreaming of children with special needs into formal education. The key overall strategies to be pursued by PISP shall include collaboration with line ministries and other stakeholders; community sensitization and active engagement on education matters as well as lobby and advocate for pastoralist friendly education policies
