Organizational structure: A yearly General Assembly composed of endogenous CSO’s (NGOs and CBO’s) and academic and research institutions (ARIs) from the Horn of Africa countries is the governing body of HOAREC/N. And a Regional Council, with two representatives each from member countries, has the authority and mandate to administrate the HOAREN in line with the Network constitution. A seven members’ board of Trustee accountable to the President of Addis-Ababa University (AAU) governs HoA-REC/N. The Executive Director manages the day-to-day operation of HoA-REC/N. HoA-REC/N conducts is activities through specific programmes. Currently, we have the following programmes to adresse environnemental issues : The Central Rift Valley programme promoting sustainable eco-tourism in the area to alleviate the direct pressure on scarce natural resources. The Climate Change Adaptation and Mitigation programme interventions focus on agricultural (mixed farming) and agro-pastoral communities to implement projects of adaptation to climate change. In order to enhance the adaptive capacity, the programme supports and facilitates technical and technological innovations, in response to the challenge of climate change adaptation and, in support of these, institution building in order to realize sustainability in adaptation. The Demand Driven Action Research programme seeks to bridge the environmental knowledge gap between community-based organisations, non-governmental organisations, government institutions and companies on the one hand and universities and research institutions on the other hand. This programme not only aims to bring academia closer to practitioners but also to policy makers to ensure that environmental policy-making and environmental programmes are adequately supported by (inter-disciplinary) action research. The renewable energy programme aims to address the energy problems of the Horn of Africa. The Energy Programme focusses on the promotion and development of (locally available) alternatives, such as energy from renewable sources, waste-to-energy systems and energy efficient technologies. Through small and large scale project using locally available resources, such as plant oil from jatropha seeds or briquettes from coffee husk, alternatives to the default energy sources are explored and implemented. Energy efficient technologies are used as a first step to mitigating the overdependence on biomass. The Horn Re-Greening Programme (HRGP) aims to address key environmental and social issues in relation to land degradation. Proper conservation and management of existing forests and rangelands, rehabilitation of degraded areas (e.g., re-afforestation and soil conservation programs), control/manage the spread of invasive species, and livelihood development (e.g., beekeeping, ecotourism development) are the program’s principal approaches to deal with environmental and social challenges. The Parks and Buffer Zones Management Programme focuses on Biodiversity, Conservation and Rehabilitation in the Horn of Africa region. The Programme co-ordinates and manages a task force involved in an important Trans Frontier Conservation Initiative (TFCI) that aims to conserve the vital ecosystems, goods and services of the Omo-Gambella landscape. A key goal of the TFCI is to establish a cross-border, protected area connectivity between south-western Ethiopia and South Sudan that effectively links Gambella and Boma National Parks. More recently P&BZM Programme has become involved in the Kipini Wildlife Botanical Conservancy on the east coast of Kenya, thus progressing our conservation efforts further to embrace marine environments.
Number and type of members: HoAREC/N consists of members and partners from endogenous environmental CBOs, NGOs, academic and research institutions from six countries in the Horn of Africa. Members of the network are endogenous civil society organisations, academic, higher learning and research institutions. Currently the network consists of 44 members. Addis Ababa University, University of Khartoum, University of Nairobi, Kenyatta University, University of Djibouti and University of Hargeisa are the founding members of the Network. Among founding members from civil societies include Forum for Environment (Ethiopia), Sudanese Environmental Conservation Society (Sudan), Djibouti Nature, South Rift Association of Land Owners (Kenya) and Eco-Focus (Somaliland).
