Mission statement:	Fondazione Lombardia per l’Ambiente (Lombardy Foundation for the Environment, FLA) is a “nonprofit scientific foundation” established in 1986 by the Lombardy Regional Council to assist public and private local agents in the protection of the environment. It works within a wide-ranging network of leading experts and professors. By working collaboratively with national and international universities, FLA can contribute to the constant updating of environmental topics; partnerships and information sharing with local authorities allow the implementation of environmental knowledge which can help enforce territorial governance policies. In more than 20 years of activity, FLA has acquired a wide-ranging environmental knowledge, which has strictly focused on major environmental protection topics and has allowed FLA to promote and complete a great number of projects: these achievements have gained FLA its current role as a leading institution in research and promulgation on a regional and national level. Moreover, the Foundation sits at the table of major international environmental meetings and works collaboratively with international partners, to help all parts of society understand environmental issues. Since the early 1990s, FLA has participated in major scientific debates, conferences and events on air quality, climate change and sustainable development. Since 2000, FLA has participated in the Conference of the Parties within the Kyoto Protocol of the United Nations Framework Convention on Climate Change (UNFCCC) and, following its accreditation by the UN, in the UN World Summit on Sustainable Development held in Johannesburg in 2002. Locally, the Foundation supports the enforcement of European policies, by participating in major EU programs (i.e. EU’s financial instrument supporting environmental and nature conservation projects [LIFE], 7th Framework Program, Interreg IV C and ESPON programs). FLA’s Environmental Law Enforcement division studies European environmental regulations and their impact, promoting wide-ranging debates while assisting local authorities in the enforcement of the Maastricht Treaty provisions. The Lombardy Foundation for the Environment, in the years 2009-2011, through study, research activities and international meetings organization, supported the implementation of the environmental program of the Lombardy Region in the role as chairman of the "Four Motors for Europe" and its participation in the "World Regions Forum".

Organizational structure:	Fla's organizational structure is characterized by three main administrative figures:President, Board of directos, Board of Auditors. The President is assisted by the Boards of Directors in supporting the completion of FLA’s programs, activities and results dissemination, while staff offices are coordinated by a panel of experts chosen among leading scientific researchers in each issue. The Board of Directors is also assisted by a Science Advisory Board to superintend research programs.The Science Advisory Board’s mission is to advise the Board of Directors on relevant scientific matters, review and superintend research projects and programs covering FLA’s research fields and set guidelines to help FLA outline its 5-year Strategic Plan. A director, appointed by the Board of Directors, manages the day-to-day activities of the following offices: - Air Quality and Climate Change - Natural and Technological Hazard / Integrated Risk management - Education, Biodiversity and Protected Areas - Physical Agents and Acoustic Zonation - Compliance and Enforcement
