Create, propose and execute programs, projects and services aimed at improving the quality of life through economic and social inclusion, favoring priority attention groups (boys, girls, adolescents, older adults, people with disabilities), young people , adults, internal migrants and citizens who are in a situation of extreme poverty, poverty and vulnerability, promoting and supporting the protection, respect, restitution and guarantee of rights, and development and care throughout the life cycle, upward social mobility and strengthening the popular and solidarity economy, with emphasis on the population that is in conditions of exclusion, begging, discrimination, extreme poverty, abandonment, etc.
