Organizational structure: |
The APL is governed democratically. It has governing and implementing organs.
The highest governing organ is the Congress, which is held once every 2 years. It elects the members of the Executive Committee. In-between Congresses, the Council of Leaders meet at least twice a year. The Executive Committee meets at least once a month and it reports to the Council of Leaders.
The implementing organs include: the General Secretariat; Territorial Chapters and its Affiliates. The General Secretariat takes care of the day-to-day operations. It is headed by the Secretary General, who then reports to the Executive Committee. The Territorial Chapters are established by the Council of Leaders are are composed of all the APL affiliates in a territory. The Territorial Chapters elect their own territorial leadership and have their own secretariat. |

The APL is a social movement union with at least 60,000 members. It is composed of 4 national unions or federations, 16 independently-registered unions, 6 federations of community-based organizations, 5 community-based women's organizations, 11 community-based and school-based youth organizations and, 1 migrant workers' union (in Hong Kong). |
