The Institute for Socioeconomic Studies (INESC) was created in 1979 and has been working with budget monitoring connected with the human rights approach in multiple agendas, aiming to strengthening civil society and enhancing social participation in public policy-making. To guarantee the impact of its proposals and actions, Inesc works in partnership with other civil society organizations and social movements in local, national and international level. In these years of history, achieved significant results with educational processes, research and reinforce networks, influencing the public agenda to promote human rights (economic, social, environmental and cultural rights) and improve democratic mechanisms for building modern citizenship rights and fighting against social exclusion and inequalities. Nowadays, is acting focused on the monitoring of the budget in the light of the rights holders’ perspective on specific agendas: children, adolescents and youth, urban mobility, food security and nutrition, environmental rights, racial equality, gender equity, health and fiscal justice. In addition, follows acting for a more democratic political system in Brazil and in international governance spaces to influence the improvement of human rights. Following the brazilian legislation that regulates associations, Inesc’s maximum instance is its member meeting (Assembly), which meets annually. The institution’s Council, appointed by the member meeting, is composed of professionals from different sectors - National Congress, NGOs and universities (see http://www.inesc.org.br/quem-somos/conselho-diretor-e-conselho-1 ). The Council appoints the Management Board, which is composed of two people - an anthropologist and a philosopher (http://www.inesc.org.br/quem-somos/colegiado-de-gestao-1). Inesc has also an Audit Committee, elected at the Assembly, that approves the accounts prior to the Annual Meeting. And as social assistance entity, Inesc is accountable to the Ministry of Justice, Public Ministry, Social Welfare Council at the federal level and the Federal District Council for the Rights of Children and Adolescents. The institution has a manual with financial and administrative procedures, and promotes financial audits and annual administrative processes. From the human resources point of view, Inesc has a Plan for Positions and Salaries approved by the Regional Labor Office and annually makes collective agreements with workers’ Unions in accordance to the Brazilian law. |
