Mission statement:	FOCO - Citizen Forum for Justice and Human Rights - was created in 1998 as a member of SAPRIN (Structural Adjustment Participatory Review International Network). It was designed as a space for the convergence of many social organisations, with the purpose of promoting citizen participation in the development of public policies so that they serve the interests and well-being of local populations. Since then, FOCO has constituted a plural and democratic space, committed to the construction of a fair, participatory and cohesive society and open to the initiatives of the public and of social organizations. FOCO´s main purposes are the promotion and the deffence of the Human Rights proclaimed and established by the United Nations and by the Interamerican System of Human Rights. After several years of work, the members of FOCO created INPADE (Institute for Participation and Development) with the intention of institutionalizing their work, to guarantee the regularity of the activities and to assume the legal representation in order to formally act with the national and international organisms and institutions. Consequently, FOCO becomes a program of INPADE, which assumes its legal representation. FOCO participates in different alliances and international networks that share its aims and that reject the globalization model encouraged by the large international corporations. It works towards a globalization model oriented by the values of justice and solidarity on behalf of populations worldwide, especially those of less favored countries and social groups who have not benefited from the scientific, technological and productive advances of the last decades. In that sense, FOCO actively supports the peoples and social movements that fight for a construction of a just international order and a world society based on fundamental values such as liberty, equality, solidarity, freedom and justice. FOCO remains a member of SAPRIN and participates actively in the Global Network of organizations worldwide known as SOLIDAR and with IFWEA (International Federation of Workers’ Education Associations). FOCO also participates in the Hemispheric Social Alliance and, in Argentina, is member of the Civil Society Consultative Council of the Argentinian Ministry of Foreign Affairs.

Each activity is carried out by different workteams, organized into five Programmes and two Supporting Bodies: • Observatory for Neighbourhood Monitoring Programme: this programme represents an essential working tool for FOCO INPADE, as it helps promoting the full exercise of human rights in neighbourhoods and local communities deeply affected by extreme poverty and destitution. The main task of this programme is to make the population and organizations aware of their rights, making necessary contributions in order to have them properly fulfilled. • Programme for Environment and Human Rights: this programme promotes an evaluation of social and environmental development policies, doing research on environmental issues regarding poor sectors both in Buenos Aires and Greater Buenos Aires, and the impact of such issues in population and their living conditions; it also promotes environmental care and health, collaborating with governmental institutions, trying to meet goals and policies related to sustainable development and, at the same time, strengthening relations with social groups going through environmental problems. • Observatory for Transnational Corporations Programme: this programme aims at the monitoring of transnational corporations and their attitude towards employees, labour conditions, environment, gender policies and social integration regarding native groups of inhabitants and other non-protected social groups. In order to protect and defend the environment this Programme follows specific guidelines taking Norms on the Responsibilities of Transnational Corporations and other Business and Enterprises with Regard to Human Rights as a point of reference, along with International Labour Organization conventions, OECD guidelines and other international agreements. • Programme for Gender, Rights and Equity: the main goal is to eradicate all kinds of discrimination, specially against women, trying to achieve gender equity and the full exercise of human rights. • In 2001, after the 3rd Summit of the Americas was held in Quebec, a System of indicators for monitoring regional integration processes was created, in order to determine the Free Trade Area of the Americas (FTAA). After the ALCA withdrawal and the implementation of new policies, the programme was redirected towards different priorities.
