    Organizational structure: The National Association of Seadogs is structured in three (3) levels, namely; Board of Trustees and Tortuga in Council (Tertiary), the NAS Executive Council (Secondary), and local Chapters (Primary). The Primary Level consist of members of the local Chapters that make up the Association. This level is referred to in nautical term as a Deck and is presided over by the Deck Cap’n. Statutorily, the chapters have twelve (12) officers led by a Deck Cap’n who carry out the administrative duties and other functions on a voluntarily basis. The local Deck Cap’n is elected by members in each respective Chapter to serve for one year, and maybe re-elected for another one year. The secondary level comprises of the NAS Executive Council (NAS Exco) of twenty-eight (28) NAS Officers and Central Working Committees (CWC). The secondary level is headed by the Chief Executive Officer (NAS Cap’n) of the Association. The office of the Chief Executive Officer is the highest office in the Association and he is elected by majority of all registered members through a democratic process and serves for one term of two years, and not more than two terms. In hierarchical order, the Chief Executive Officer is ably supported by the Chief Operations Officer (NAS First Mate) and the Chief Programmes Officer (NAS Second Mate). Other NAS officers fulfil the typical functions that such an organization needs, such as looking after the secretariat, finances, public relations, audit, etc. The NAS Exco is responsible for the day-to-day administrative running of the affairs of the Association. The NAS Exco has the executive powers to initiate, pursue and execute policies in line with the goals and objectives of the NAS. The tertiary level of the Association consists of the Board of Trustees (BoT), Tortuga-in-Council (T-i-C) and the office of the Ombudsmen. In fulfilment of the Nigeria Companies and Allied Matters Act No. 1 of 1990 Part C, the Seven (7) Board of Trustees of NAS are drawn from among seasoned members of the Association and appointed at the Annual General Meeting of the Association to serve a one term of Five (5) years, and may be reappointed at the end of their tenure. To ensure independence of the Ombudsmen from the established hierarchy of the Association with regards to control, limitation, or interference that may be imposed by any other Officer within the Association, the Office of the Ombudsmen consist of Three (3) members appointed by Tortuga-in-Council from among Seven (7) nominees of no less than 23 years membership experience of the Association and proposed by the Pyrates Working Council (PWC) and ratified at the Annual General Meeting colloquium. The nominees for the Office of Ombudsmen are seasoned, active, and experienced registered members, preferably, must have held previous office as Deck Cap’ns or NAS Officers, and must be objective, tolerant and investigative. In consultation with T-i-C, the Office of Ombudsmen act as the final appellate body – operating as a Court of Last Resort within the Association – to resolve issues in moments of grave dissatisfaction and in that capacity its decisions are final. Annual General Meeting – Supreme Pyrates Colloquium (AGM/SPC): The ultimate authority for the conduct of the affairs of the Association is vested in the Annual General Meeting (AGM) of the Association which shall be known as the Supreme Pyrates Colloquium (SPC). The AGM/SPC is the highest policy and decision-making body of the Association and any of its decisions shall amend the Association’s rules and statutes as may be applicable.
