Mission statement:	ROIIP is all-russian (federal) public non-governmental organization, was established on 19 March 1999 and was registered by the Ministry of Justice of the Russian Federation on 15 July 1999. The main objectives of the Institute: - promotion of constitutional rights of Russian citizens to elect and to be elected, to participate in the referendum, to participate in the state governing and local self-governing and other constitutional rights and freedoms of citizens; - formation of public opinion on rthe elections and referenda as a high direct expression of people's power; - provision of public influence on the formation and functioning of the electoral system; - organization and implementation of public non-partisan election observation and monitoring of observance of democratic principles and electoral rights at elections and referendums; - protection jf free expression, electoral rights and right of citizens to participate in the referendum; - improving the legal culture of the participants of the electoral process and citizens.
