Organizational structure: The Dutch Council for Refugees is an association. The members, the regional branches, are independent foundations. The executive committee has to account for its activities to the general meeting: the Association Council. Each regional branch has a representative in the Association Council, which is the highest decision-making body of the Association. The Council therefore acts as the body that supervises the work of the executive committee and the executive directors. The Association Council also takes decisions about, amongst other things, amendments to the articles of association, the budget, and the annual accounts. The tasks and authorities in relation to management and supervision are set out in the articles of association, the standing orders, and the executive directors standing rules. The Association has a National Office that performs a number of national tasks and facilitates the work of the regional branches. To carry out the daily management tasks, the Executive Committee appoints a titular management committee made up of two executive directors to run the National Office. THE EXECUTIVE COMMITTEE The executive committee of the Association is made up of volunteers. The executive committee members are appointed for a period of four years, and can be reappointed twice. The executive committee can have a maximum of seven members, and at the end of 2008 there were six. No close family or similar ties exist between the various executive committee members, nor with the executive directors. The executive committee members do not receive any remuneration. They do, however, receive an allowance for the attendance of executive committee meetings, the Association Council, and other meetings which they are required to attend on behalf of the Association. This attendance allowance is in line with the Wijffels code for good corporate governance. EXECUTIVE DIRECTORS The executive committee has delegated the day-to-day management of the Association to a management committee with two executive directors, namely the managing director Edwin Huizing and the director of operations Igor Ivakic.
