Office of the Special Adviser on Africa

Purpose: To work with GRZ, WFP, rural communities and NGOs to identify community needs and to target assistance; to serve as an umbrella or clearing house organization to bring together GRZ, NGO, community and donor requirements, capabilities and funds; to engage and provide to NGOs technical support to help design and implement drought recovery projects; to maintain an effective NGO network throughout the country in order to predicate, to obviate or to counter future disasters.
Illustrative Project: Targeting about 2 million people a year, the network has executed relief food delivery programmes, mainly through food for work community participatory projects, for the past three droughts (1992/92, 1992/93 and 1994/95). There have been no reports in Zambia of hunger-induced deaths.
