If yes, explain in detail: Communication Activities On August 31, 2005, the United Nation’s High Commissioner for Human Rights, Ms. Arbor, visited the Beijing Children’s Legal Aid and Research Center (BCLARC) and communicated with the lawyers of BCLARC about the human rights and child protection . On November 23, 2005, the United Nation Human Rights Commission’s Spokesperson on Torture, Manfred Nowak, visited the BCLARC and conducted a discussion on the juvenile criminal justice system. From September 24 to October 4, 2007, three lawyers from the BCLARC attended the Treaty Body Training Workshop for Civil Society Representatives. On September 2, 2009, the BCLARC wrote a related report on China’s children’s rights situation and submitted it to the United Nations Office of the High Commissioner on Human Rights (OHCHR). From February 4--13, 2009, the Deputy Director of BCLARC attended the Universal Periodic Review of China held in Geneva. Conducting evidence-based studies to transform the conventions into domestic laws and promote the implementation of the conventions The BCLARC has always been concerned and conducting direct study of the Convention on the Right of the Child (CRC) and other international treaties. In 2005, based on long-term research of the CRC and related documents, in cooperation with UNICEF, the BCLARC organized a translation of the Implementation Handbook for the Convention on the Rights of the Child, and the translation version was published in 2007. The BCLARC is also concerned with the results and developments of specialized agencies regarding children’s rights. It published the Discussion on the No.10 Generalized Comments of the United Nations Committee on Children’s Rights in 2007. Conducting the child protection programs In its concluding observations on China’s 2nd periodic report on implementation of the CRC, the Committee expressed concern that ‘not all laws applicable to the children fully conform to the Convention’ and went on to recommend that ‘the State party continue to review legislation to ensure full conformity with the principles and provisions of the Convention’. Against this background, commissioned by the UNICEF and the National Working Committee on Children and Women, the BCLARC conducted the research on the legislative framework for children in China and published the report in 2007. The BCLARC participated in writing part of Chinese reports on the implementation of the Convention on the Rights of the Child commissioned by Chinese Ministry of the Foreign Affairs in 2008. In 2006 the BCLARC participated in the Project on the System and Network Construction of Child Protection conducted by the UNICEF and Chinese governments. This project tries to establish the system and network in communities to protect children. In 2006, the BCLARC participated in the Project on the Violence against Children conducted by the UNICEF and the All China Women’s Federation. The BCLARC tried to implement the Convention on the Rights of the Child by conducting the project. In 2009, as the experts, the lawyers from the BCLARC participated in writing “Children Development Outline 2010-2020”.organized by the National Working Committee on Children and Women under the State Council (NWCCW). The Children Development Outlines are the domestic documents to implement the CRC. In 2009, the BCLARC participated in the Project on the Violence against Children conducted in Zhejiang province, Guangxi province and Shanxi province organized by the UNICEF and All China Women’s Federation. The BCLARC conducted trainings and provided legal advice for the project. In 2005, the BCLARC began working with the NWCCW on the national evaluation criteria and mid-term assessment of the “Children Development Outline.” Beginning in 2006, three lawyers of the BCLARC were invited to participate as national experts in the “Children Development Outline” and the “Women Development Outline”.
