SCAT is an independent funding and development agency. We support community controlled development projects in the rural areas. We work in partnership with those we fund by offering support in organizational development and capacity building. We believe this is vital for the rural poor to gain power and democracy to become real. |

All advice offices embarked on voter education in 1994. SCAT conducted workshops on the farms near Grahamstown on the farm workers bill in 1997. |
