BACKGROUND Political, economic and social unrest seem to be the hallmark of the current age, with no quick solution in sight. While the increasing contribution of civil society in leading the humanitarian response to the ongoing crises has become clear, the solution to the Syrian conflict and its global ramifications begs a more concerted effort to that effect. In the Syrian Arab Republic alone, 50 percent of the population has been displaced by the ongoing conflict; in the search for safety, over 4 million Syrians have been externally displaced while millions are internally displaced. 25% of Lebanon's population is constituted by Syrian refugees, who are, in light of Lebanon's own economic and political turmoil, placing an unsustainable socio-economic burden on the country. While the search for political solutions is ongoing, the urgent needs of the Syrian population must be addressed without delay. Syrian refugees intend to return to their country as soon as the situation allows; the Euro-Arab Initiative for Reconstruction and Development (EARD) has taken as its mission for over two years to prepare for their return, and provide them with viable and necessary prerequisites, enabling them to build a better future for themselves. EARD is a non-governmental, non-political and non-profit European organisation, founded in Austria and established in response to the ever-increasing conflicts the world is witnessing, specifically in the MENA region. While it remains unforeseeable when safety, security and stability will return, thus allowing for the actual implementation of reconstruction and development plans, an immediate ability to address the humanitarian needs of the civil population is imperative to maintaining peace as soon as it takes hold. The global objective of EARD is to give refugees an economic incentive to return to their home country, while working in parallel on actively involving European and regional host countries in preparing all necessary measures to encourage, enable and facilitate the dignified return of refugees to their homeland. EARD aims to build on unique European technical reconstruction expertise, to leverage funding from NGOs and international donors, and make use of know-how attained from partnering private sector companies, and coordinate its efforts with humanitarian relief IGOs. Through a unified and structured effort, we aim to improve efficacy of international aid and ensure that its recipients receive the maximum benefit from the support of international partners’ programs, at once decompressing the socio-economic tensions of the countries who are hosting refugees. THE PROJECT Our strategy is four-fold: 1. Syrian refugees will be trained in the necessary construction skills to build low cost housing from locally sourced materials. 2. Returning skilled refugees will engage in building housing settlements with all necessary urban infrastructure facilities, supervised by trained teams, on previously allocated plots of land. 3. Families can be resettled, while villages will be upgraded; by providing local services and facilities, such as schooling and medical care, to further solidify their long term sustainability. 4. Finally, the next wave of refugees will be trained, partially by their predecessors, and will implement the same plan, aided by the learnings of the flagship project, in another area. During the course of achieving its goals, EARD commits itself to applying the unnegotiable principles of equality of treatment, non-discrimination, transparency, proportionality, cost-effectiveness and efficacy. EARD welcomes all and any support that has the potential to contribute to a just and lasting peaceful solution to the global problem of refugees, and to pave the way for a life of equality, freedom and opportunity in their homeland.
