Purpose of the organization: Purpose The aim of EARD is to prepare all necessary measures to encourage, enable and facilitate the dignified return of the refugees to their homeland. Nevertheless, even the largest international donor agencies face tremendous challenges in the effective use of aid. They need to orient their internal incentive structures to reward performance, to be judged in terms of the quality and effectiveness of aid and the objective of building peace. They also need to overcome biases that favor ‘efficiency’ over equality and the ‘free market’ over state intervention and work to achieve greater synergies with other donors. The purpose of the Euro-Arab Initiative for Reconstruction and Development (EARD) is to help international partners by supporting their endeavors, whether they be public or private sector entities, or NGOs. EARD is a non-governmental, non-political and non-profit European organization established in response to the ever-increasing conflicts the world is witnessing at large, with specific focus on the MENA region. From its base in Vienna, Austria, EARD delivers a wide array of technical assistance, support and European know-how in combination with in depth regional knowledge and experience. Implementation - Prompt and detailed inventory taking and situational analysis of the short term, medium term and long term needs - Definition of the location and necessary steps for the relief project - Evaluation of the population structure of the defined areas and early contacts inter alia in the refugee camps and refugee locations - Considering all main areas of life (accommodation, work, education, health, etc.) - If possible, contacts and cooperation with regionally established public and private sector entities - Selection of the companies suitable for the implementation and early coordination of concrete steps - Coordination with respective international organizations - Drawing up of financial budgets and cooperation with international funds and donors - Modular implementation of steps according to priorities and possibilities including the involvement and action of the people concerned - Strict monitoring - Long-term support for infrastructure maintenance The aim is to prepare all steps and to be able to spring into action as soon as stability is in place in an area.
