The Consolider Ingenio 2010 “El tiempo de los derechos” (HURI-AGE) programme has the aim of promoting strategic actions capable of marking a turning point and leading to a significant increase in the quality of juridical research into Human Rights

Purpose of the organization: Its main objective consists of resolving a series of shortcomings affecting the study of Human Rights in scientific circles in Spain by reinforcing groups’ competitiveness, boosting their visibility, increasing their influence within the international arena and ensuring adequate transfer of the research results to the agents and institutions involved in the subject of Human Rights and to society in general. The main objectives of the Consolider HURI-AGE project are the following: • To promote quality research into Human Rights. • To monitor national and European regulations and draw up proposals for public policy from a human rights perspective. • To study, analyse, exchange and generate methodological proposals and teaching resources for human rights education at all levels. • To generate a space for exchange, as well as communication channels between the academic sphere and social and political actors. • To promote and strengthen a social conscience based on human rights; creating a society of citizens aware of their rights and prepared to demand them.

Public Administration and Development Management

Involvement in Public Administration: As explained in the strategic plan of the IDHC, human rights must be a way of life which advocates a vision of an inclusive and intercultural world, based in the principle of human dignity respect, and at the same time human rights must be the central axis of public policies. For the IDHC human rights are a tool that must be used to generate values and regulations which will condition the behavior of our societies. In the light of the above, the IDHC works with two principal objectives related to public administration:1) criticism, when other interests are prioritized and separate from this model; and 2) constructive support to help build it. In this context the close cooperation that the IHRC has with the various organs of public administration whose functions include the promotion and defense of human rights, without giving up constructive criticism and denunciation when the actions of the different administrations are away from the respect for human rights. We have actively participated on numerous campaigns and statements. Thus, the IHRC state administration maintains a permanent collaboration with the Human Rights Office of the Ministry of Foreign Affairs and is responsible for centralizing the reporting to the treaty bodies and other non-conventional mechanisms. The IHRC is required as a consultant and advisor, as well as being called to regular meetings. It has also remained in constant contact with the ministry of vice manager human rights plan. The IHRC has been actively involved in shaping and monitoring the first plan in Spain and performed advocacy work with other NGOs to give continuity to this first plan with a second initiative. In fact, the president of the IHRC formed part of the expert committee of the second plan that ultimately fell through. With the regional government of Catalonia, the IHRC promptly collaborates with the Ombudsman, we also offer a scholarship for an internship in the institution and we are required as specific consultants. Furthermore we collaborate, with other government departments for the creation of public policies on human rights and international protection plan approved by the Parliament of Catalonia in 2014. As a reference entity in human rights Catalunya, the Catalan Agency for Development Cooperation has requested two reports on how to integrate human rights approach in the action plans of this body and has been required to perform specific officials formation on this issue. Finally, at the local level, the IHRC has been pioneer in working with human rights in the city, closest to the citizens administration and has a key role in the promotion and defense of their rights. The IHRC has a collaboration agreement with the Barcelona City Council to promote a model of development cooperation focused on security, protection and full respect, consolidation and effective exercise of human rights accompanying actions and formations. In the same line, several municipalities in the province ask for IHRC advice and specific training.
